help needed o, DBMS PACKAGE UTL_FILE and TEXT_IO

When I use the UTL_FILE packcage,I can open  a file but when i write into it
I get an exception INVALID OPERATION


Is there a way to get the packacage TEXT_IO outside of Oracle Procedure
builder
