There is a free random number generation utility available in the "Archives" section of the "PL/SQL Pipeline". Just point your web browser to http://www.revealnet.com/pipeline.htm

Random number generation is also supported in PL/Vision Professional, a code library of over 900 useful PL/SQL procedures and functions.
