It's not an Oracle problem, but the way your Win95 TCP/IP is configured. When you install a dialup adapter for PPP to connect to an ISP, Win95 defaults the TCP/IP protocol stack to activate the dialup automatically when any application try and use the IP protocol stack. To de-ativate it, go to Control Panel and click on Internet applet. Somewhere there you'll find a setting that says to auto display the dialup window - simply disable the setting.
