Help with "METADATA" , data-dictionary

I am constructing a small departmental (<2 gig) data-mart and wondered how to best construct a data-dictionary, or definition tables for the data.

I know that some third party applications (i.e. BrioQuery) are supposed to automatically read the meta-data and use things like descriptive field names, when found, but I'm not sure if there is a standard to setting this up.

any thoughts are appreciated.
