Row lock daemon?

Greetings.

I have a record that is owned by a user. If a user cancels his ownership of his record, I would like to delay other user's access to this record for a specified amount of time.

Does anyone know of any row-locking daemons, written in PL-SQL that will hold this record locked until the specified period of time has expired?
