My config is somewhat different: AIX 4.1.4, Oracle 7.3.3, gcc 2.7.2.1, perl 5.004_04. I have DBD:Oracle 0.47 working.

I'm not sure what your problem is - you might want to look at the DBI-users mailing list archive.
