Basic Database Publishing Information

Greetings all.
I am in search of information on database publishing. Specifically how to do it. I am a desktop publisher for NYS Division of the Budget. The computer techies are in the process of configuring a new database to hold all the budget numbers. As the *publications specialist* I have been asked to figure out how to get the numbers from the database directly into the text for the Legislative Bills.
I realize this newsgroup is much more technical than I am ready for, (I'm a designer, not a programmer) but could someone point me in the right direction for gathering information.
Specifically which programs to use and possibly some tutorials or books about the database publishing process.
Any help would be much appreciated.
