Developer 2000 + P/O 7: Invalid Dynamic Link call to a .dll file

Hi,

I'm trying to get Personal Oracle 7 and Developer 2000 (1.3.2) installed, and I have this problem I've never seen before. Once it's installed, whenever I try to run anything Developer related (e.g. Forms Designer) I get this message:

Your program is making an invalid dynamic link calll to a .dll file.

It's really starting to bug me. Developer is 16-bit, Personal Oracle 32-bit, running Windows 95 OSR2.

Any help would be MUCH appreciated.
