30,000,000 eh? Well, you're wise to move up from Access! Is this going to be db heavy with OLTP and/or OLAP? How many users to you have? How much do you want to spend?

To be fair, I have no significant SQL*Server experience, but judging from what I've read, I'd say if your answers to those questions are "yes", "a bunch", and "we have deep pockets", then by all means go with Oracle. If you're not going to be putting heavy stresses on the system, Oracle might still be overkill.
