Definition of "concurrent device"

Whilst planning an enterprise wide license agreement with Oracle, I have
the problem to foresee the upcoming amount of concurrent devices with
out applications. Does anyone have a definition of "concurrent device"
that can be adopted to SAP R/3 and Oracle Client server applications as
well as on web applications?
