a subset from Oracle readme :

22.0 NATIONAL LANGUAGE SUPPORT

A 'hang' may occur with a dblink between Unicode and non-Unicode databases. For instance, a 'hang' will occur when inserting data onto a remote non-Unicode database (e.g. WE8DEC) through dblink with local subqueries from a Unicode (UTF8) database. Also the same problem will occur on non-Unicode databases, inserting data to a Unicode database with a local subquery.
