inserting a date/time default into a column

Can someone explain to me how to insert a date/time default value into a column?

Here's what I would like to do:

default of 1/1/1998 08:00 (am) into a date column.

Do I have to format it or what? Unfortunately, my Oracle documentation doesn't explain how to do this.

Thanks.
