Error on Table Creation ORA-01658

Trying to create a new table on Oracle 7.1.5.2 over OpenVMS 6.2 1H3 the following error occurs:
ORA-01658 Unable to create INITIAL extent for segment in tablespace HISTORIA.
This error is not reported in Oracle manuals, nor in paper, nor in CD-ROM format.
Why it happens? What does it mean? How can I solve it?
