CAN'T GET TO SQLPLUS

I have users trying to go to 'sqlplus' that get the following error message:

ORA_1034:ORACLE NOT AVAILABLE
ORA_7230:smsget: shmat error when trying to attach to SGA IBM AIX RISC/T6000 ERROR 13: PERMISSION DENIED The database is running and is available. User .profiles seem to be fine.
The file size for memory seems to be okay. These users were able to access sqlplus prior to December 30,1997 with no problem.
