There is a charter which explains what the various newsgroups are for (do a dejanews search for Oracle CHARTER), and a number of faqs available on the web (www.bf.mit.au/~orafaq/contents.html, http://www.onwe.co.za/frank/faq2.htm to name just two).

Searching with altavista can find nearly all the oracle documentation online. There are also white papers galore. Search for peoples pages of Oracle links.
