oracle 7 odbc 32 driver

I installed the odbc 32 driver on windows nt 4. There was no problem during the installation and configuration. But I can not connect to the database with the oracle odbc test program I got with the installation. Error Message:

SQLSTATE: 08003
Native Error Code:0
Driver Message: [Oracle][ODBC Oracle Driver] Connection not open.

In the readme section requirements I just can read from Windows 3.51. Has anybody experiences with oracle 7 odbc 32 on Windows NT 4 and TCP/IP.
