Personal Oracle 7

I downloaded the Personal Oracle Lite from Oracle Web site. I have installed the WIN95 version to my PC but I can't make it work. When I try to click on Database Expander or other icons, I got the following error:

Cannot find NLS23WIN.DLL. Windows needs this file to run C:\ORAWIN\BIN\VSMGR.EXE.

When I look up the HELP, I can't find 'Start Database' icon in my machine. Any suggestions?
