HELP: Attaching to second instance

I have created a second instance of Oracle on my NT server. For some
reason, I cannot connect to it remotely. I have an alias set up, and I am
using the proper SID, so I can't see why it doesn't work. Since the server
is the same, all I am doing differently is in the alias...different alias
name, different SID. Any ideas?
