I had the a simalr problem.

When i ran C-OCI (using olog) to connect to oracle, i could not and got the 1019 error. When i mounted oracle the C-OCI program did connect.

I tried using PRO*C to connect to oracle and succeeded without having to mount oracle.

Does c-oci use differnet RSF's than pro*c?
