 Well on my SCO Unix machine which is running  Oracle Web Server version 2.1 there is a directory  $ORACLE_HOME/ows21/log
 which contains the log files for the web listeners.  You might try taking a look in there.
 Also the
 $ORACLE_HOME/ows21/admin
 directory contains the config (".cfg")
 files for the different listeners.
 If there is an error in the config file, the listener  will not start. When I first started playing with the  web server I had similar problems.
 I gave up on the graphical admin tools and just  edited the config files myself. If you keep a copy  of the good config file, you can allways switch back.  Editing the config files is not supported by Oracle  Tech support but it seems to be a lot easier than  using the graphical tool.

 When I first started running the Oracle Web Server  I had similar problems.I went ahead and uninstalled  the web server and reinstalled it. After that, I kept  copies of the good config files. until I was sure my  changes would work.
