Oracle 8 perf monitor on NT

Hi All,
We are running 8.0.3 on NT 4 service pack 3. I have problems using the performance monitor utility. The 3 standard oracle chart elements do not move at all but the CPU is 90-100% used and the database (ORCL, typical install) is being absolutely thrashed via PRO*C and OCI applications batch processing data - Lookups, direct load, large sum/order by operations etc Any suggestions appreciated.
