The SID is the name of your database instance. Every database on the an Oracle server has a name.

A DCD is a database connection description. You have to create at least one to call your PL/SQL - procedures. You can create it through a webinterface. When you have installed the webserver, you have choosen a port which is the adminstration port. If access your webserver through that port you will get to the administration page.
