Best Way to Connect to Local DB

Does anyone know what the best/proper method is to connect to the local database in Oracle Object for OLE (or any other tool for that matter).

We had been leaving the database name blank in the OpenDatabase method, but according to Oracle support, this causes it to connect using a SQL*Net Version 1 method (no details given).

My question is, would be better to use the two-task drive (2:) or load the SQL*Net client on the server and create a database name? Are there any advantages to either method?
