We've had quite a lot of problems with that release as you indicate. Most of our problems were solved by patching developer2000 to 4.5.7.9.1(Production)

I've also patched once more to 4.5.7.11.0(Production)

These two patches can be obtained via your local Oracle support senter. They're quite large(22-23 Mb's each) and are normally distributed on CD's

The CD's also has patches for Reports and Browser.
