Oracle Fin Apps NT problem

Has anyone experienced problems with the Oracle Financials installed on a NT Server... the Concurrent Manager Startup process gets the Error:

'Unable to add logon as a Service to APPLMGR' CMSRVADM What should I look for to fix this?
