Unless the version of Personal Oracle states that is is for Windows 95, it won't run on that operating system. Personal Oracle is very picky about only running on the OS it was written for (i.e. PO7 for Win95 won't run on NT, etc... )

If you are using the PO7 for Win3.1, you are going to have to get a newer version (7.2.x, 7.3.x or 8.03) for Windows 95 to run it there.
