Yes. For a client Oracle application (or CGI) to talk to Oracle on another platform, it needs SQL*Net.

I'm not sure about the licencing issues, but I think that you will have to purchase the an Oracle Client version for the platform from which you want to access Oracle. This will give you SQL*Net, SQL*Plus and all the other Oracle client utilities and software you'll need.
