If you want to do this as a web-hosted application, there is a VERY good webserver, as you note, from Oracle. The Oracle Webserver blows anything (I have tried)out of the water when it comes to working with Oracle databases.

Creating the applications is quite easy with the Oracle XX/2000 tools, and you get applications that can be distributed in a variety of ways.

If you want a VERY managable solution, this is what I would recommend.

If you can cope with a solution consisting of "ordinary" web pages spread all over you filesystem (as opposed to keeping most, or all of it in the database where it belongs) I can recommend IIS3 which is, in fact, quite a nice webserver with nice ways to access the database. It does use ODBC however, and that is not so nice [performance :-(].
