Hello! Have you tried using Oracle Enterprise Manager!

Mine runs under 8.0.3 and 7.3.3 and allows me to "Create Like" (Installed with Oracle 8) But our Older NT Databases have it Too!
Check your CD's

Launch Security Manager in the Enterprise Manager program Group.

With the user you want to "clone" highlighted

Go to User / Create Like.
(Use Show SQL if you want to See the code!)

Works Great! (Only problem is the two users do not remain syncronized) i.e. on adds a table the other doesn't know about unlessthey communicate!

I'm sure there are scripts too.
Try
http://www.oramg.com and search? for some code snipets I have found quite a few good ones here over the days!
