Oracle Web Listener Problem

We recently installed the Oracle Web Server and I am faced with a problem.

I created a listener which I now want to delete. It won't let me.

If I select delete I get an error message... OWS-05723: The Web Listener mark was not stopped:

So I go to the Stop Option and click it and get... OWS-05723: The Web Listener mark was not stopped:

Well then I ran the the only other option to start it again and get... OWS-05721: The Web Listener mark failed to start:

for these errors the "ACTION" recommended it to see the associated error message.
