TNS-01169: The listener has not recognized the password

I used Oracle Network Manager in MS-Windows to create all the sqlnet used ora files, and distributed these .ora files to the UNIX environment. We have one ORACLE server which is in an AIX, and five client which are two AIXs and three IRIXs. I got the following error message in the command "lsnrctl services".

I did a little experiment, I removed the PASSWORDS_LISTENER in file /etc/listener.ora (the value of PASSWORDS_LISTENER was entered and encrypted in the Oracle Network Manager), and used "lsnrctl start" to restart the LISTENER, the problem was gone. Any idea why?

Also, whats the PASSWORDS_LISTENER for?

ANy help or suggestion would be greatly appreciated. Thanks in advance.
