Oracle package management

Can anyone recommend software (preferrably free) that enables developers
to organize and build a project consisting of Oracle packages?  When
cutting a release of the application, the build will be done in the
order as specified by the project dependencies.  Something similar to
MAKE or the Project Management GUI environment in Visual C++ would be
ideal.
