can I change TNSNAMES.ORA and not reboot

VB4, Access95, SQL*NET, Oracle 7.3, Oracle ODBC

We use attached tables in an access jet .mdb to hit the oracle db. We want to be able to switch which oracle dB we are hitting from the VB4 client (to switch between development and production). I thought we could just change the IP address in the TNSNAMES.ORA for the connect string that we built our attached tables with, but the switch doesn't happen until the next time the client is rebooted if he has already accessed one of the attached tables. Is SQLNet/oracle ODBC caching the contents of the TNSNAMES.ORA? Is there a way to flush it? Other suggestions?
