Purchasing Oracle: What Do I Need?

Can't seem to get the right answers on Oracle's Web site.

Need Oracle Server at one site with about 100 users Need Oracle Workgroup server at 17 sites with about 20 users each Need to do replication between sites.

Just looking for Server and Client licenses. Can someone point me to what products I need to do this?

I keep seeing references to 5-user kits, but can't find a cost or part number for a 5-user kit.
