sqlnet problem

I have a SGI irix 5.3 with oracle well running. After launching lsnrctl I get:

All is going well becouse launching tnsping I get: $tnsping web3

But ...I cannot connect neither to other myself with the command svrmgrl:

SVRMGR>connect db1_at_web3
Password:
ORA-01034: ORACLE not available
ORA-07429: smsgsg: shmget() failed to get segment. SVR4 Error: 2: No such file or directory SVRMGR> Which is the problem.
Oracle is PRESENT since I work very well with it???
