Session level NLS_DATE_FORMAT value overrides the instance level value.

When you make the connection from the client to the server, the client implicitly sends an ALTER SESSION to set the language/territory setting for that session. This overrides the nls_date_format setting set via init.ora, as Oracle picks up the default nls_date_format for the new territory.

Solution: Add NLS_DATE_FORMAT in the Win95 registry with the required format.
