Clayton, are you using Oracle 7.3.2.1 or above?

Oracle has enabled a utility called otrace by default. This automatically traces transactions to two files under $ORACLE_HOME/otrace (I don't recall their names but they are both .dat files.)

To get around this the environmental variable EPC_DISABLED must be set to TRUE in all user's environments in addition to inside your listener.ora file for each listener. Contact Oracle technical support for more information on this parameter.

I believe that this is fixed in Oracle 7.3.3 (maybe 8) and is only a problem for UNIX machines, but I may be wrong. Call tech. support to be sure.
