Student Question - 'Correct' Block Size?

What sorts of questions does one need to ask (regarding their particular database) to define the best sized block?

Additional questions about blocks:

How much overhead exists in a particular block and is the amount of overhead irrespective of block size?
Specifically what information is kept in the block header? (column names, specifications, .....?)

Response to these questions will be greatly appreciated!
