Clayton,

I'm dealing with one possible reason right now. On my platform (HP-UX 10.20) and my release (7.3.2.2) Oracle Trace is enabled by default, although the documentation says it isn't. Every time a user logs in, via a terminal session or via SQL*Net, the files $ORACLE_HOME/otrace/admin/progress.dat and regid.dat grow larger or get updated. The larger these files, the longer your connect times.
