Recognizing 01-jan-07 as a Year 200 date

Our Oracle 7.3.2 server is not recognizing a date like '01-jan-07' as being in the year 2000. I thought I read there was a system option that would treat years under xx as being in the year 2000. Is this true? Does anyone know what the option is. I have not been able to find it.
