Using IIS and ASP with Oracle

We are using Microsoft IIS and ASP (VBScript) for a simple page to display data from a Oracle 7.3 database.

So far we have only been able to access the database when the IUSER_XXX account is a member of Administrator group, or we use Basic Authentication and the user entered in a member of the Administrator group. Otherwise we get the error:
Microsoft OLE DB Provider for ODBC Drivers error '80004005' [Oracle][ODBC Oracle Driver][Oracle OCI]ORA-12641: TNS:authentication service failed to initialize.

Any suggestions?
