Agent error: NMS-00004

I'm trying to start an Agent to use with Enterprise Manager but am getting the error 'NMS-00004: dbsnmp unable to register MIB or MIB row' when i start it up. I set up the snmp.ora file, it's reading it and everything seems correct. Any suggestions?

Oh, it's Oracle 7.3.2.1 under AIX 3.2.5.
