How can I get PL/SQL to use a specific RB seg

We are having trouble getting a PL/SQL programs to use a roll back segment specified in a set transaction statement. We are getting the dreaded SNAP SHOT TOO OLD error.

We are running on a T520 with HP-UX 10.20 and Oracle 7.3.2.3. The example that Oracle has sent does not seem to be working. If anyone has any idea I would greatly appreciate a response.
