I have successfully used Access Database reports facility to write files direct form the database into HTML. It is simple just place the tags in the header an footer of the report design window.
The pags http://www.skyejet.demon.co.uk/abcgener.htm and http://www.skyejet.demon.co.uk/reggener.htm are produced in this way (although some minor adjustments are necessary to tidy up the HTML).
