 For simple but powerfull pl/sql editor take a look at http://vup.parad.ru/sqlconnectors/sqlminus.htm , it features syntax highlighting and compile errors positioning, calling stored procedures with any parameters even PL/SQL tables and integrated DBMS_OUTPUT trace window.
