PO7 + listener

I use Personal Oracle 7.2.2.3 on a Windows95 machine. When I start SQL*Plus with scott/tiger_at_2:
everything works perfect.
Now I want to try to use the listener. I started the listener in a dos-box with tnslsnr. It seems to work because
when I enter status with lsnrtctl I see that my SID (=TEST) has 1 service handlers.

Then I try to connect with scott/tiger_at_TEST. After a few seconds I get an error: ORA-12500
TNS:listener failed to start a dedicated server proces.

When I enter services in lsnrctl I see: DEDICATED SERVER established:0 refused:4

Is what I'm trying to do imposible with PO7??

Help would be appreciated..
