ODBC v. 1.13.05.00 problem

I'm using SQL*Net 1 to connect a 7.2 Oracle database. To access Oracle tables from other products I use ODBC v. 1.13.05.00 for Windows 95.
I install the ODBC driver and configure it, but when I test the conection the following error appears:

    SQLSTATE: IM003
    Native Code Error: 0
    Driver Message: [Microsoft][ODBC Driver Manager] Specified driver could not be loaded.

Someone knows what's the problem ? Thanks.
