I think you may have different directories for the products. If you have SQLPLUS for Win 3.xx and Forms for Win95 then you may actually have different Oracle directories for these products.

ORAWIN for Win 3.xx
ORAWIN95 for Win 95

What you can do is locate the tnsnames.ora file in the ORAWIN directory structure and copy it to the same spot in the ORAWIN95 directory.
