Could not Connect to listener address

I got this error message in the alert log:

Thu Jun 26 23:14:04 1997
could not connect to listener address: (ADDRESS=(PROTOCOL=tcp)

(HOST= misc)
(port=1521))
dispatcher 'D000' encountered error connecting to listener 0

Does anyone have any suggestion on how to get rid of this error message in the alert log?

Any help will be appreciated.
