yes, it can

OWAS has two modes of connection, WRB which uses the proprietary api's of various servers and CGI which, tho somewhat slower, can work with any httpd

the included spyglass server and netscape server..but be careful as to which version of OWAS and which httpd version for ex, OWS 2.1 works with fasttrack 2.0. rather a mess, due to changing api of the products.
